The organization's "API integrations" role does not allow this action. An admin can change it in Settings → Roles.
What to do
An admin has narrowed the organization's "API integrations" role. Ask them to grant the permission in Settings → Users & Roles.
Do not retry automatically: the same request will fail the same way.
